Yep they do get hot, thats why u usually hang them above the aquarium and not close to the water/cover glass etc. Not sure how long they are meant to run, but i would say atleast normal time so that the photoperiod for the plants is right. I think so long as you achieve a balance between lighting, co2 and fertlisers, algae shouldn't be a problem.
