Old water & seasoned sponge into an empty tank equals cycled ?

Here is the plan:

I have 16 tanks running up here. I have 16 empty tanks waiting down there. I am going to drum the water from the tanks and take that with, put the sponge filters on battery air pumps in buckets of old water and move them down there so in theory the empty tanks should be cycled when filled, right??? If I am wrong please let me know right now as this totally stuff my entire plan!

the sponge filters should be enough.... nitrifying bacteria doesn't live in open water.... a minimal amount will be in the gravel from the existing tanks but the sponge filters should be enough to get your tanks going.... as long as the new tanks have fresh de-chlorinated water in them the sponges should be fine....
